No, if you want to exercise your options you must pay the exercise price of 12c per share.
If the underlying share price is less than 12c per share than you have no reason to exercise your options as you can buy the shares for less on the actual market.
Yes, if you do nothing until 31 July 2020 your options will expire worthless.
You can otherwise sell your options on the market if you do not wish to exercise them.
