The reverse would have be true then if things had been ordered differently, ore sitting around waiting for the plant to be finished.

Maybe too much importance has been placed on the shenanigans. LYC would hardly be that worried given the weren't ready to fire it up anyway.
Ya gotta admit ... plant complete = big milestone.
And I think that it will be viewed favourably.
