Maybe they dont ship to any of them. Maybe they just ship into the greatly increasing demand required due in the future by the time its operating. Any option you chose makes your point pretty irrelevant really when focusing on one of many states in one country in the world
Besides that EV demand is world wide and not just in California. Surprised youd think that theyd be the one place where demand would be. Id suggest you research so you understand where future demand may be..
