Need to understand that MS has advised that postponement is due to election and licences will not be issued until after election . He should know and is very probably correct BUT that is not Sonangols position.
Sonangol just say "has been extended
to a date to be made public in due course by His Excellency the Honourable
Petroleum Minister."
