    It looks like old school Kyc- database cleansing.

    Can't see how it would work for an online situation. Doesn't the new legislation require real time varification - hence linking of payment instrument. Isn't databases only backward looking so it doesn't really matter how up to date they are. The legislation is trending away from databases.
