Your article uses a bit of creative license, it was more like they were trying to apprehend/disarm a killer.
The kid was on the streets illegally armed and while committing a crime killed two people, wounded a third, and fired his weapon indiscriminately risking the lives of even more people.
The kid shouldn't have been there, and the police shouldn't have encouraged armed vigilantes to be there.
The kid has rightly been charged with murder.
