It's easy to point out the flaws in such as massive, 'first of its kind' system such as the EU carbon scheme. However I don't see them providing any alternatives other than "I told you so"...
The EU scheme has been stuffed from the beggining ever since Russia's economy fell over and it was allow to keep the same carbon allocation. For the entire period Russia has been peddling its cheap, never ending supply of carbon credits onto the market which it should have never been allotted.
