Does anyone know if the prospect of 'windfall profits tax' on...

Does anyone know if the prospect of 'windfall profits tax' on Andash has been raised by Kentor or in broker valuations previously? I came across the following in the "MEDIUM TERM DEVELOPMENT PROGRAM OF THE KYRGYZ REPUBLIC FOR 2012-14". Not all that surprising, but still hadn't seen it before.
Of course, Andash has to actually get the go ahead before profits became an issue..

excerpt from avove document:
44. To evening up the tax burden and ensuring completeness of tax collections the following measures will be undertaken:
...
For purposes of reimbursing budget losses, the sales tax rate
will be raised for the communications sector as it is one of the economy’s most highly profitable industries, and a windfall profits tax on gold mining enterprises will also be introduced.
