From what I know Kyrgyz is politically a bit like Russia and its former satellites. Tends to lean towards autocracy rather than anarchy or islamic fundamentalism. The military are influential as are their former rulers in Russia. Perhaps not top ranking in terms of sovereign risk but certainly nothing like africa or the pacific. Tawnyport also mentioned that the world bank offers political risk insurance that this project should qualify for.
