from memory, before berlusconi, italy used to have about 4 govts per year. did not cause the country to collapse. so long as the legislation is in place govts can come and go. just need to watch that they don't take away the property rights that have just been granted to miners in kyrgyz. can't see it happening, these guys are so poor they know that mining is their only way out. i think they'll bend over backwards to protect this industry.
