I'm just going to interject with what I've always said, just for a reference, brown coal and especially low-grade lignite coal, will never be a significant part of the steelmaking equation.

There are a few reasons for this, but beyond the primary ones (rheology and properties like CSN/FSI, CSR, fluidity, dilation and free carbon) there are other reasons, like deleterious organics and volatile matter within the structure itself.

Beyond that, there is also the inherent moisture and combustibility, reducing a compound below its inherent moisture makes it prone to spontaneous combustion and depending on the sulphur present, this can be a huge problem.

Just some things to consider when the steel making thing gets used in this, ask those technical questions and you'll get no response or a very wordy, not very astute response.
