personally I think for a once off payment - we would be far better off either -
not putting in a means testing system - we've got better things for an entire public service team to be doing - or
just make the payment available to something like health care card holders only
it's 300 bucks - just shovel the stuff out the door and get on with actually trying to save the country - which needs doing before anyone could even think of a pipe dream like building a nation
