I've noted the pattern of not supporting candidates in by-elections.
yes communities need to first push forward a possible candidate. if there isn't enough motivation, or a candidates who brings themselves forward with a network and fund-raising..... they don't back just anyone who wants assistance.
in this they follow the same criteria as the parties do. they want to back winners..
