Bowen's trying to convince himself that what he says is true.
IMHO Bowen figures that if he says anything long enough it will come true.
Perhaps he'll survive until all days will be cloudless and the wind will blow 24/7. Oh yeah, and there will be enough batteries to support recharging all vehicles overnight and to power our remaining 24/7 manufacturers (if any).
My bet's that Bowen's lining up a massive own goal and being the fall guy for a change in Labor policy.
