The desal plant will supply water to the connected dams, and whatever those dams currently feed will be what the water will be used for.

I'm guessing your not referring to areas in the reach of the dams linked to the desal plant. Which would mean they would need to be assessed independently. There has been lots of work going on in Victoria changing water supplied by open canal to pipeline to service towns and farming communities.
(My previous post example was a town and farming community whose water supply has benefited by the construction of a pipeline.)
