run down TAFE and encourage private businesses to do training, many of them dodgy fronts for immigration rorts and, it turned out, slave labour..... and this resulted in a loss of people getting trained to standards as qualifications. so now we have shortages of skilled workers that businesses need to have filled by migrant workers.
