A far more sensible option would be for every non-muslim nation to ban permanent muslim migration.

If that is not possible due to religion being enshrined in a constitution and for some reason calling a group that worships a mass murder as a cult is impossible, then stop permanent migration from every country that knowingly funds terrorist organizations.

That will remove the majority of muslim countries.
