interesting post cappie. yes I've seen my share of the rorts and even in my early years did as many nurses did and take home medication instead of using the pharmacy and buying our own supply. such practice ended in the 90s with hospitals cracking down on this expensive rort. and that gave me to realise it was actually theft not a fringe benefit as well all saw it.
and like the dog eat dog problem, this too stems from a primitive side of our nature. certainly its how I understand it from my experience.
whatever it is some people achieve the understanding of ethical behaviour early, some late and some never do or are even aware.
