    It has nothing to do with the nicotine content it has to do with the freedom of choice for user's and the implementation of a law banning them from using the one that's less harmful of the two evils. It would be justified in a court of law if both were banned but it won't be justified if you choose to inflict more harm to a user whilst you benefit out of the deal. You cannot take away the freedom of choice whilst knowing that your law you pass is going to be more harmful to the end user and financially you are going to benefit more as a government. That's just criminal as the facts are out in the open of which evil does more harm.
    i don't know but I'm sure that we will find out in the future.
