One only has to read the required regs (or take direction from someone else) - Electricians and Plumbers in particular have been rorting the licenced system for years in Australia - to the point where it costs over $180 to have a plumber out to replace a couple basic valves - (at additional cost)! Thats only one example - but is indicative of the problem home owners have with the rorting of the system.

regulation is responsible for escalating costs. Used to take 1 to 1and 1/2 hours to install new hot water unit in new houses. Now can take near 1/2 a day due to regulatory requirements. Solar job longer.
