    There is no debate to suggest that we are doing far too much let alone the bare minimum. A consideration is the value achieved from the allocation of resources and the decisions made by whom? Historically, the dominant culture assumed superiority in knowing what is best has led to much waste and little progress.

    The principle of self determination, a voice in parliament that permits a morphing of the values of first peoples with the prevailing culture appear to be a better recipe for success,

    The application of benefits and misappropriation of resources is perhaps a failing of a bureaucracy that permits irregular access. In defence, the validity of a claimants indigenous heritage is obviously an extremely sensitive area. As alluded to previously, the issues are complex.
