Commonwealth scholarships were indeed available but limited to a few. Whitlam abolishing university fees bought tertiary education to everyone. It did not discriminate. A generation plus and the country benefited.
Education is about knowledge not simply a means to get a job. The cultures of the modern world are littered with scholars of philosophy, literature, the arts, science, politics, ethics and more. Useless degrees or cornerstones of advancing civilisations?
HECS is the polar opposite of free education.
