    At the last election Rudd promised an ETS tied to the price in Europe.
    The Coalition promised a DAP.
    Not sure how far they have progressed with that.
    Anyone following it?
    Did they decide to introduce a penalty for exceeding baseline emissions?
    Or is that taboo because it could be called a tax?
