Though I'm against the concept of the DAP giving money away, and I believe all the Carbon tax compensation should have been dumped when the Carbon tax was dumped. If you get rid of the income, you should also get rid of the associated expenditure.

The miners already pay the maximum royalties/taxes that are set by Governments.
