Am I missing something here or isn't the simple solution to force all companies to issue all dividends un-franked. It would then be up to the receiver of the dividend (which would include the extra tax portion) to pay tax on it according to their status. A high earner would pay 45% and a pensioner would pay zero. How fair would that be.
