I'd rather tighten all rules and not carry any dishonest people at the expense of some legitimate people also not being carried. Australia lacks a culture where family support each other, and instead hand outs come from people with no faces. Thus the recipient is never obliged to do something for the society like pay it back with honesty and hard work.

I'm sure many of the same people wouldn't like to cheat their family and relatives in the same way they are happy to cheat the government.
