    A new survey shows Kevin Rudd now has his biggest lead as preferred Prime Minister since Malcolm Turnbull became Opposition Leader.

    The last Newspoll for the year, published in The Australian newspaper, shows Mr Rudd's rating as a better prime minister has climbed three points to 66 per cent, compared to Mr Turnbull's 19 per cent.

    Labor has also extended its lead over the Coalition on a two party-preferred basis, climbing four points to lead 59 to 41 per cent.

    The poll, conducted at the weekend, coincides with the first payments from the Government's $10.4 billion spending package beginning to flow into the bank accounts of pensioners, carers and eligible families.

    Despite the success of Mr Rudd's stimulus package, Mr Turnbull has made it clear the Coalition would have gone a different way and boosted the economy by lowering marginal tax rates.

    Mr Turnbull described the package as the economic equivalent of a "one-off sugar hit".

    "If you want a more effective fiscal stimulus, tax cuts, across the board tax cuts, particularly targeted at lower and middle-income earners, are going to have a greater impact," he told Fairfax radio.

    "People will see them as being permanent, they'll seem them as encouraging work, to invest, to hire people and so forth."
