Unfortunately the "stimulus package" is based on the fact that most unfortunate families who do not earn a great deal of money and are entitled to receive the handout are doing it tough due to the financial crisis hence the handout. What is the point in giving a handout to those who don't need it? It's the perfect way to blow $10 billion in the blink of an eye.
I have seen many news reports where the publicans in lower socio economic communities have stocked up on grog, especially in outback aboriginal communities, expecting a massive windfall. Beauty, well thought out policy and whoever posted about it being good that people will waste there money getting rolling drunk and dumping it in pokies as that will put it back into the community, maybe have a little rethink and think of the social ramifications.
