It's already there for older workers (over 50s, been on the dole for a while). Only $10K though.
I feel it's worthwhile if it does encourage a business to take a chance on an older worker. The theiory is that younger workers will find a job easily. And an older worker won't be tripping off to Europe in six months!
Dunno if you've even had to look for work over 50, but I know that it's not easy to even get an interview.
