Hey Radicool. You are absolutely correct the elected Government has the right to change the rules and if Labor gets in they will change the rules. Labor has been upfront with this policy so voters know what to expect. If the voters of Australia elect a Labor Government then it would appear that the Grandma, Grandpa, Retiree or Pensioner Tax hasn't resonated with the electorate. AS.

But the rules should be applicable to everyone, not just targeting one group and allowing wealthy pensioners who still will be able to get the franking credits even when they pay zero tax.
