They are net overseas migration figures.
People who intend staying for around 12 months or so minus people who have left.
Backpackers and students are around two thirds of the total.
They don't vote.
A subset of those might eventually become permanent migrants.
So for January the net longer term figures and permanent movements were according to published stats:
for January 24 55330 compared to 21500 for January 23.
Most long term categories increased and for some reason there was also a surge in Aussies expat types returning, (maybe because airfares are getting cheaper as airlines ramp up the available seats and some competition returns to the market.
