If you are referring to electric vehicles they tend to perform better in stop start traffic due to the charge from regenerative braking. It's on the open road when the weather is either too hot or too cold that performance declines. So IMHO the battery vehicles and associated charging at home methods are ideal for city commutes. ...but battery technology and the away from home charging networks haven't reached the stage yet to make electric vehicles convenient for long trips away from home. For example if a lot of cars turn up at a dc charging station and all connect at once the chargers can't supply enough juice to charge all the cars at top speed at the same time.
