Joe - agree - it's pretty simple isn't it? The Silly Greens had 6 senators not up for election for starters. And secondly the Senate is meant to be the House or Review and the House of the States - thus we have 12 senators from Tasmania doing who knows what all day. Mandates, if you believe in them at all, are established in the Reps, not in the Senate.
