The lack of expenditure on infrasructure can be laid squarely at the feet of the State Governments since they have the prime responsibilty for infrastructure. This was especially the case in Qld and WA with the bonanza they received from the resources boom.Did that all evaporate into the pockets of public servants eg the overpaid, underworked teachers??
