Does memory serve me correctly that China and malaysia contracts were awarded without a tender process and the loss of the Vietnam contract was blamed by NBS on the fact that they had broadcast their intention to go into vietnam and somehow this had lost them their advantage maybe because they now had to compete in a tender process?
