As in all things but, particularly in stats, there are always more than one way to look at things.
I don't know the answer to this but which % rate of deaths is increasing at a faster pace. Ladders may have a constant increase per pop. growth. What is the % growth in terrorism?
Someone said the other day, 'I don't fear the slightest angst about terrorism when I go out.' I concur. But will that still be the case in say, 20 yrs time?
Do we start thinking about it now, just in case, or let it get too big to do anything about in the future.
