Agreed. Pigeonholing or tarring all ladders with the same brush is discriminatory and terribly unjust.

Training courses in the use of ladders should be mandatory prior to their use, and the training should be in all aspects of ladder use.

I have used ladders in the horizontal position many times, and have seen many others do the same. A ladder used horizontally is perfectly safe,unless you trip over it, only becoming dangerous when elevated to the vertical or subvertical.
