PRC is essentialy looking forward and becoming a serious global player. This also means restructuring their millitary and all the high tech 'toys' that go with that( can you imagine how musch is used in missile submarine construction let alown the missiles?), they plan long term (a bit like riding an Apatosuaurus and deciding to make it turn at a crossroads).
Over medium to long term I can not see that their clampdown or rare earth alloly export/rare earth exports and ramping up of their hyperspecialised industrial base can do anythng but increase Heavy Rare Earth Element price outwith their borders their is a long term plan. Lets not even discuss the cars that will have to be 'Green' to get them to work!!
