I was trying to make a point.

That is, you can't assume that the calculation method used to get 0.16% of thorium in the ore is equivalent to the method used to get 500 ppm in the waste solution just by moving decimal places.

Even if you did convert the 0.16% in the ore to a ppm just by moving decimal places, they still would not be equivalent. The mass that the 0.16% value would be based on is the mass relative to the ore mass, while the mass used to estimate the ppm in the waste solution is the mass relative to the mass of the waste solution.

Two different things and that is what I am trying to say.
