I strongly doubt that they are referring to a solution and that the 500ppm is about solids grade. Regulatory bodies dont like to have dissolved metals in solution, and 500ppm of such a nice metal is unthinkable.
Clearly either LYC is increasing the mass by about a factor of three ( what we call the general motors theory of pollution reduction). or they're recovering thorium for either sale or disposal elsewhere in order to get the grade from 1600ppm to <500ppm.
