Yep the original (and best) plan was to recycle. The LAMP produces very mildly radioactive WLP at the C&L stage and NUF further downstream. Both would have been recycled through Condisoil production. My sense at the time was that there's little financial gain to be had in producing Condisoil beyond the saving on storage. Made excellent ecological sense of course.
