It can't be FULLY operating until it's producing consistently at the rate of 11,000tpa. By itself. Without help from LAMP 1. Month in, month out. And it ain't doing that.
Otherwise it's like an F1 car with a maximum speed of 100kph. Fully operating very slowly.
