I don't get what you are saying, how is it welfare if acquires land but purchasing it.

Thats like saying it is welfare if some one buys a car or truck which they use to generate income.

In both cases having paid for them they are my property and I have the legal right to exclude other from using it.

Maybe you are hinting at communism?

In theroy communism could be considered ideal but that has never been completely achieved
