If I was a Lend Lease engineer in charge of PASS disposal - my main concern would be the ability to dispose of PASS in a seamless manner. I would be constantly reminded by my superiors that the Boring Machine must stop for no-one and I would be constantly reminded by the EPA officials that PASS must be disposed of in accordance with the EES directives.
I cannot see dumping PASS at any landfill - includiing NAG if we had an operational landfill - as a viable option purely on the basis of being able to operate 24/7 and in all weather and still being able to lime-treat the PASS as per EES directives.
To date - no one - rampers and non rampers - cannot come up with a better solution than the NAG ponds to dispose of 1.4 million tonnes from the Metro Rail and let us not forget the 200,000 tonnes of PASS from the Transurban project.
