To fix things there has to be a one off shock to things.
Otherwise things stay as they are.

Once so resetted you would find that construction would resume at its former levels on a different price structure. A structure that has people housed and much better off.
@Tarvoid if houses were built just fine in the 1960s to 1980s on just one person's 6 times earnings, then there is no reason at all it cannot be done today. There is that financial education thing once again. If you have paid too much - that is on you and losses is the normal teacher in this scenario.
