You are forgetting about the rental income paying for the shelter. Zero extra cost.
Again, cheap basic shelter and not Manhattan Drive style shelter. This is why the rental income can pay for it.
Developers that own huge land banks ( not mum and dad or small business ) such as Stockland is the type of developer I am talking about.
Other problems are huge businesses owning retirement style living - putting the rent up and up to the point of unaffordability such as the Eureka example just provided. Again, the profit motive is the source of the problem.
Quite clearly existing demand is not being catered to.
