    Options for NG
    1) Scrap it completely
    2) Restrict to new builds for the first 5-10 years of the property
    3) Ring fence losses on one property so that they can only be offset against future profits/gains on that property
    4) Restrict it to the 1st property owned only
    5) Combination of 2), 3) &/or 4)

    Options for CGT discount on property
    1) Scrap it completely & implement an indexation of cost method.
    2) Extend period to gain 50% discount to 5 or 10 years
    3) Introduce a phased % discount over a 5 or 10 year period up to current 50%
