Serve the tenant notice to quit for failure to pay the rent, find another agent after they go and then while vacant get your own electrician to do the compliance if necessary. What appliances . If small ones then remove them and get the new tenant to supply their own. I do have an annual smoke alarm inspection to comply with requirements for tenancy and insurance. We are called leaches so might as well be one even if being a fair and responsible landlord.
