Seems the landholders see the mine as their ticket to independence.
BOC not being there is actually a good thing.
No outside pressure and they've come to this conclusion.

The Toroama-Nisira government is confident that the re-opening of the Panguna Mine will be a major booster for Bougainville’s economic future and at the same time, guarantee Bougainville’s political independence.
Seems like more than enough incentive here after many years.
