I actually agree with the general thrust of what you are saying despite my reluctance or inability to comment in detail as to what if ant arrangement has been put in place, or is proposed to be put in place.
I don't see the issue as any thing other than a compelling and logical element of the comany's social licencse.
The real driver here is the simple fact that social inclusion and social equity really demands inclusion of the land owners in the project, its spin off, and regionalized benifits.
I am pretty sure that no one has taken their eye off the ball in this respect but rather, intend to go through an inclusive process to get there.
I think there is to other way for it to be given that the National Government in PNG has a poor history in this regard
Some one needs to set the example.
